Saitama is a prefecture and a city in Japan. A magical place, where money can be found in any municipal tip and cats can enjoy all-you-can-eat buffets of dead pensioners.
Coincidentally enough, also supposedly where most of Raki☆Suta takes place, and capitalism. Saitama is no different than New Jersey, believe me, I went there for 2 weeks in 2007. I'm losing hope for the Japanese.
